'Perfect Voting System' Makes Sure Every Vote Counts

               Confidence in Elections Declines Despite Reforms

DENVER, Aug. 23 /PRNewswire/ Promising to make the voting process as transparent and trustworthy as state lotteries, the "Perfect Voting System" was introduced today at the U.S. Election Assistance Commission meeting in Denver. The vote tabulation software developed by David Biddulph of New Smyrna Beach, Florida, allows citizens to make sure their vote was counted exactly as intended. They can also review other anonymous ballots to confirm the accuracy of the official tally.

"America's electoral system is facing a crisis of confidence," stated Biddulph, who has lead several successful constitutional amendment campaigns in Florida. "Despite enactment of new laws and billions of dollars of federal, state and local government money for new voting systems and equipment, confidence in America's voting systems is still declining," he said.

Biddulph noted that in a recent survey of Georgia voters, less than half (48 percent), were "very confident" that their vote was counted as they had intended. That is down from the 56 percent of voters who said they were "very confident" in 2001 and after the state abandoned the discredited punch card system for touch-screen electronic voting machines. The level of confidence was even lower, only 33 percent, among minority voters.


    The "Perfect Voting System" (PVS):
     *  Empowers every citizen to confirm the accuracy of his or her vote,
     *  Protects the secrecy of the ballot,
     *  Minimizes the need for costly and lengthy recounts,
     *  Reduces security risks associated with paperless voting machines and
     *  Prevents "vote selling".

PVS works with any election jurisdiction using a paper ballot. After a citizen votes using an electronic voting device or a preprinted ballot, the voter verifies that the ballot is accurate, deposits it in a locked container, and retains a "stub" with a 19-digit random password. Voting summaries are downloaded into the PVS database (accessible only through a secure intranet), where any voter could audit their vote using their password. Media representatives, candidates, party officials, campaign workers, and political scientists could also audit the PVS vote tabulation database.

"With this level of oversight, the 'Perfect Voting System' should give Americans the same level of confidence in voting for President as betting on the Lottery," stated Biddulph.
