DETROIT, Mich. - Former mayoral candidate Tom Barrow has turned a routine recount of election precincts into a sweeping indictment of the entire conduct of elections in Detroit when he discovered empty ballot boxes and numerous ballot boxes with security seals which been breached, disqualifying tens of thousands of votes in the November 3, 2009 general election from being recountable.

In the last two years, Internet-based attacks on government and corporate computer systems have multiplied to thousands a day. As reported last week, impossible numbers were found in the St. Lawrence County election results for the special election in New York’s 23rd Congressional District. 93 “phantom votes,” more votes counted than the number of ballots cast, were reported in six election districts, and negative numbers reported for the “blank ballots,” or “undervotes.”

For six election districts in St. Lawrence County (the 2nd, 4th, 6th and 7th districts in Canton, the 14th district in Massena, and the 2nd district in Oswegatchie) negative numbers had appeared in the unofficial results, in the column for “blank” ballots, known in other states as “undervotes.”

She [Anna E. Svizzero] said the primary cause of voting machine failure was a memory issue related to the way ballots were programmed to record multiple votes for one office.

"If the test votes were cast in a certain way, the machine would freeze up and it would not permit you to move forward," she said. "So there were no votes calculated on the voting machines and those ballots were the ones that had to be hand counted. In reviewing the county board ballot styles, the vendor located the 10 counties where that change had to be made and it was made prior to Election Day. But, in that it was humans reviewing those ballots, there were a couple of those ballot styles that were missed. So, in the field on Election Day, the problem did arise. The scanner did freeze up.”

Claiming straight-party votes for him were not counted, backers of a Taylor councilman defeated in his bid for re-election filed Friday the first of what could become a wave of requests to recount votes cast in the election Tuesday.

The petition on Councilman George P. Aulisio's behalf by three borough voters came a day after Lackawanna County Director of Elections Maryann Spellman Young announced a glitch in computer coding resulted in a failure to count up to 2,452 straight-party votes for two city candidates, Councilwoman Janet Evans in the council race and Councilman Bill Courtright for tax collector. Both had Republican and Democratic nominations.

County staff has been hearing all day from city and township clerks, who’ve reported that some ballots aren’t feeding into voting machines property, or aren’t being read. In Ann Arbor, for example, in several precincts there’s a one-ballot discrepancy between the machine count and the actual number of ballots. That count has to be resolved before delivering results to the county.
