A possible glitch with its vote-counting equipment put a hitch into Cuyahoga County's hopes of a trouble-free election next week. A computer that was to upload results from a test batch of ballots failed to read the disc that had been ed into the vote counter. A second test also failed. A smaller capacity disc was then used, and the computer uploaded the results as designed.

The 299 Chesterfield County votes handwritten on blank paper for the Virginia presidential primary do not count. The State Board of Elections yesterday certified the statewide results of the primary without the 299 Democratic votes, which Chesterfield election officials allowed to be written on blank pieces of paper after nine precincts ran out of printed ballots.

Jan Dawes' vote only counted once, but her experience adds to some critics' doubts about electronic voting. "I made my ions, hit the cast ballot button, saw the little waving flag that indicates you're done," Dawes said. "Then I noticed at the top of the screen it said, 'Reconnect to system to record vote.'"

Five percent of the 600 electronic voting machines used in Mercer County during the Feb. 5 presidential primary recorded inaccurate voter turnout totals, county officials said yesterday. County officials said the miscues did not affect the election re sults but expressed renewed concerns over the reliability of the machines.
