A brand new optical scan machine at the Northeast Branch Library wasn't working Monday. By two in the afternoon, elections workers swapped it out for an older model, but it turns out, optical scanners at two of the three other early voting sites in Leon County didn't work either. Only the scanner at the courthouse worked properly. "We just got rid of them and went back to what we used in 2006, our standard, precinct-based scanners," said Leon County Elections Supervisor Ion Sancho.

News traveled fast among the 20 or so voters waiting at 7 a.m. that technical problems were slowing down voting. Some of the computers used to check in voters weren't working, though there were no problems with the optical scan machines used to count ballots.

Supervisor of Elections Jerry Holland tells First Coast News that by early afternoon, 7 of the 15 machines had experienced problems with their optical scan readers. Those machines were indicating the ballot was too long. Officials measured the ballots, and they are the regulation length, 17 inches, so the manufacturer needs to address the problem. The machines were all successfully tested before early voting began.

"There's no conspiracy here, absolutely none," according to Secretary of State Betty Ireland when it comes to reported early voting problems in Jackson and Putnam counties. A few voters say the touch screen machines didn't correctly record their votes. They say they voted Democrat, but the machines said Republican. County clerks in both counties say hundreds of other voters have cast ballots with no problems and the situation could be due to voter error.

Leon County Supervisor of Elections Ion Sancho has reported that ballots at the Woodville and Northeast branches are not being read properly. The problem, he said, rests with a new machine that has been purchased for polling sites throughout the state. The machine, deemed the OSX, has what Sancho called a sensitivity problem “Certain ballots are being rejected across the state,” he said. “The machine is too sensitive for differing lengths.”

Her office was informed early today that some of the first voters had cast straight-ticket Democratic ballots and then discovered that the electronic machines listed them as voting for John McCain in the presidential election

KSAT.Com 17 October 2008 Elections Administrator Jackie Callanen said her office has received several calls similar to Steele's. She said the county used to send a pencil with the mail-in ballots, but was forced to stop when the envelopes would get stuck in post office sorting machines. The instruction about the marker must remain on the ballot despite the lack of a pencil because some precincts still use paper ballots, she said.

At least three early voters in Jackson County had a hard time voting for candidates they want to win. Virginia Matheney and Calvin Thomas said touch-screen machines in the county clerk's office in Ripley kept switching their votes from Democratic to Republican candidates.

Three Putnam County voters say electronic voting machines changed their votes from Democrats to Republicans when they cast early ballots last week. This is the second West Virginia county where voters have reported this problem. Last week, three voters in Jackson County told The Charleston Gazette their electronic vote for "Barack Obama" kept flipping to "John McCain".

But this election is different. The six early voting sites across the county have experienced lines with 3,292 early ballots cast Wednesday and another 1,126 cast today by noon. Some voters have complained of long lines in Smyrna and La Verge. Bill Bulter a blogger out of Nashville (bill.butler.net) wrote he waited two hours to vote on the first day of voting.

A programming glitch is forcing election officials in Kanawha and 18 other counties to retest their optical scanning voting machines on the eve of the general election. Early voting begins today for the 2008 election. But Kanawha County Clerk Vera McCormick said a programming error in the state's automated voting machines could have resulted in incorrect results for at least one state race.
