The first rule of election recounts should be to start - and finish - with the same number of ballots. Palm Beach County has failed that basic test. As a result, there's no way to know for sure who won the Group 23 judicial race between incumbent Richard Wennet and challenger William Abramson. As a result, there's no way to be confident about the November election. The variations between election day tallies, then a machine recount and then a hand recount are so wide as to reach a whole new level of concern for voters who thought they had seen everything in Palm Beach County.

WEST PALM BEACH — Midnight slid away and the marathon judicial race recount continued into the dead of night. Canvassing board members and elections office staff appeared blearier by the hour Sunday morning. The dark circles underneath board Chairman Barry Cohen's eyes could be seen from across the room. He and fellow canvassing board members - Palm Beach County Commissioners Addie Greene and Mary McCarty - sat before a table stacked with papers, folders, with a stenographer typing their every word.

The much-vaunted paper ballot was sold as a way to make sure every vote counted. Instead, its debut in Palm Beach County threw the election process into turmoil as officials announced Tuesday that about 3,400 ballots that were counted in last week's election did not turn up when a recount was conducted over the weekend.

The Palm Beach County Canvassing Board will meet at 4 p.m. today and talk will likely turn to what happened to about 3,400 ballots that somehow disappeared between last week's election and a weekend recount. The Florida Division of Elections also is trying to determine whether it can give the county extra time to sort out the mess. While Florida law gave counties until 5 p.m. Tuesday to certify the results of the Aug. 26 election, state officials are determining whether they can give Palm Beach County extra time since county officials can't explain the discrepancy, said Jennifer Krell Davis, a spokeswoman for the state elections office.

Palm Beach County Supervisor of Elections Arthur Anderson confirmed today that roughly 3,400 ballots that were counted in Tuesday's election didn't turn up when a recount was conducted over the weekend. Kathy Adams, a spokesman for the office, said the reason for the discrepancy wasn't immediately apparent to election workers as they started comparing vote numbers this morning. On Tuesday, 102,523 ballots reportedly were cast. After the recount, the number dwindled to 99,045.

A system error resulted in doubling the number of votes counted from most precincts in Tuesday's election in Indian River County, election officials found Thursday. But a computer recount showed the same winners won although by much smaller totals, according to an unofficial recount by the county's election Canvassing Board. It included two county judges and a county commissioner.

After a two-day recount, Circuit Judge Richard Wennet had 60 more votes than his challenger, attorney William Abramson. However, the vote count that was completed at 1 a.m. today sparked controversy. Some 1,500 fewer votes were recorded for each candidate after the manual recount was completed. On election day, about 90,700 votes were cast in the election. Early today, the vote total stood at just over 87,800.
