Last week, it looked as if the machines were doing fine and the big problem with recounting paper ballots in Palm Beach County could be blamed on human error. But the monthlong recount in a judicial race has shown that the machines aren't perfect, either. They messed up a tiny fraction - about one-tenth of 1 percent of the ballots. Normally, election officials like to say, that wouldn't matter. Voters might argue about that. But the race between Judge Richard Wennet and challenger William Abramson was decided by a tiny fraction - less than one-tenth of 1 percent. Suddenly, imperfection matters.

Ross said voters in Roxbury wards 8, 9, 10, 11 and 12 complained of optical scanners not registering votes and of being denied provisional ballots that would allow them to vote if their name did not appear on the official voter list. It was hard to tell where exactly the glitches began on primary election day. First a ballot pack got locked in a Providence school and a second one temporarily disappeared. Then the computers in Woonsocket reportedly forgot to count two polling places. In Cumberland, voters used the wrong ballot pens and had to recast their votes.

Only six weeks from the presidential election, Cuyahoga County can't guarantee its new voting system will work because the machines haven't been fully tested. That has some people worried, given Cuyahoga's history of election-night calamities and Ohio's status as a crucial swing state in the race between presidential hopefuls Sens. Barack Obama and John McCain.

Office of Elections spokesman Rex Quidilla reported no major glitches during voting yesterday at Hawai'i's 339 polling stations, although some voters seemed confused with the new ballots. Quidilla also reported no problems getting voting results from the polls to the election center at the state Capitol where they were tabulated. Trouble last night with the elections office Web site had to do with reporting election results to the public and had nothing to do with actual vote-counting, he said.

Election bureau director says old burners don’t always work and may be a “fire hazard.” Luzerne County must find $21,000 to buy a new computer burner for the election bureau because the old burners are breaking down and may present a fire hazard, Election Bureau Director Leonard Piazza told county officials Tuesday.
