This tale was reported to the Daily News by a very patient voter: "I just came from voting. Finally got my vote in at 49 ward, 07 division....after waiting for (the only) 2 voting machines to be repaired.

Published:Tuesday, April 22, 2008 CBS 3 22 April 2008 Voters reported problems with a polling place near 12th and Grange Streets in
the Olney section of Philadelphia in the early morning hours. Both machines were
reportedly down as a long line of voters waited to cast their ballot. Some
voters said they were told the power went down and a technician was needed to
get the machines to function.

Published:Tuesday, April 22, 2008 Patrick Kerkstra Philadelphia Inquirer Blog 22 April 2008 The sample ballots circulated by ward leaders in all Philadelphia elections seem to be confusing some voters this time around. These aren't official ballots in any way, just a list of the candidates who've been endorsed by your local Democratic ward leader. In some cases, ward leaders are urging local residents to vote for Obama for president but to choose Clinton representatives to be delegates to the Democratic National Convention. This is just so much insider maneuvering: a ward boss might prefer Obama, but still wants to see a political ally who backs Clinton get the chance to attend the convention. The only vote that counts in the presidential contest is the one at the top of the ballot. Voting for Clinton delegates or Obama delegates won't impact who wins the state.

For the most part, the voting process in Pittsburgh has gone smoothly, but there was a problem with one polling place in Homewood. That problem, inside the Bethesda Presbyterian Church, was serious enough to trigger a court order. A constable working the polling place was allegedly not letting supporters of Obama inside to vote and ordering those there to leave. The court order for City Ward 13, District 8 tells election officials there to "refrain from discouraging or prohibiting, in any way, any elector from entering the polling place."

Voter Action, a national voter rights group, has asked a Philadelphia judge to extend voting hours tonight until 10 p.m., and to use paper ballots at all voting places where broken machines have been reported. The city's Board of Elections seems certain to object. The hearing is expected to begin momentarily. John Bonifaz, Voter Action's legal director, says his organization has received about 150 complaints from Philadelphians today, a rate he says is roughly double what they've seen in primarires elsewhere. Interestingly, the leading local election watchdog, the Committee of 70, has said problems at the polls today have been relatively routine. We'll have more shortly.

One Richard Brown, of the 5700 block of N. 12th Street in Philadelphia, swore an affidavit that both voting machines at his polling place were broken when he arrived there at 6:55 a.m. It took nearly two hours for the machines to be either repaired or replaced, according to Brown's affidavit, and more than an hour for election officials to produce paper provisional ballots. Roughly 75-100 would-be voters left before that, according to Brown's affidavit.

Philadelphia Common Pleas Court Judge Ramy Djerassi has rejected a request to extend Philadelphia poll hours to 10 p.m., and to distribute emergency paper ballots to all precincts where there have been reports of broken voting machines. "You’re asking for broad remedies, I need broader evidence," Djerassi told one of several attorneys representing a number of voting rights organizations who were seeking extended voting hours. The organizations, including Voter Action and the Advancement Project, offered just three affidavits as evidence that there were serious problems with today's election. It was unclear if the groups would return to the court later today. The polls close at 8 p.m.

[election]," Hynes said. "This is going to be a long day." Moments later he
realized how long it could be when one of his three voting machines
malfunctioned. After four people had voted, he realized that it had only
registered one voter. He had to reset machine. "We lost three voters and there's
no getting them back," explains Hynes, "and at this point we don't even know who
they were."

In one precinct, voting equipment was not working and had not been working for over two hours. This problem had been reported throughout Philadelphia and the state of Pennsylvania and has the potential to disenfranchise thousands of voters by the time the polls close.

After Richard Brown, of the 5700 block of North 12th Street in Philadelphia showed up at his polling place at 6:55 a.m., it took nearly two hours for the machines to be either repaired or replaced, he said. In an affidavit cited in a failed-attempt to keep city polls opened later, Brown said he waited more than an hour for election officials to produce paper provisional ballots. Voters at a polling place in the 49th Ward near the Fern Rock station had to wait two hours because of machine malfunctions, said Kathryn Bookvar, an attorney with the Advancement Project, based in Washington, who was in Philadelphia to monitor the election. Machine problems also were reported in West Oak Lane; Upper Darby, Delaware County, and Elkins Park, Montgomery County.

Angelina's county and district attorneys filed a petition Friday asking for a recount of the primary election votes after an electronic error caused some votes to not be counted and others to be counted multiple times.
