Political newcomer Patrick Mara claimed victory over longtime incumbent Republican council member Carol Schwartz in yesterday's District primary, but a definitive result was unavailable late last night as election officials could not explain reports of unusually high numbers of write-in ballots in some wards.

Investigators searching for nearly 3,500 missing ballots from the Aug. 26 election say they have located a "substantial number"— and perhaps nearly all — of the unaccounted-for ballots. Despite rumors, the ballots hadn't been mistakenly dumped in a landfill or left behind at voting precincts. Rather, they were found in the county's vote-tabulating center near West Palm Beach.

The company that provides the District with its voting equipment said yesterday that it does not know what happened Tuesday night when thousands of phantom votes appeared in initial results of the primary election, but it wasn't a single defective memory cartridge.

In Palm Beach County it goes from missing ballots to too many ballots (FL)    Story Here  Archive

First, auditors have discovered electronic evidence that 110 ballots from voters at a Delray Beach precinct weren't included in election night results. Those votes also weren't included in totals from a recount. Second, auditors verified that there are 139 more paper ballots on hand at elections offices than the number of ballots reported cast on election night. The combination of the findings means there could be 249 more ballots than were counted on election night - though that estimate could change before an audit is finalized this weekend.

D.C. Election Glitch Blamed On Equipment (WA DC)    Story Here  Archive
Published:Thursday, September 11, 2008
Nikita Stewart and Elissa Silverman Washington Post 11 September 2008

D.C. election officials blamed a defective computer memory cartridge yesterday for producing what appeared to be thousands of write-in votes that officials say did not exist. The glitch caused initially inaccurate results in several contests, including two high-profile council races, and created a chaotic scene at Board of Elections and Ethics headquarters Tuesday night. Even with an extremely low turnout, there was no clarity well after midnight, when 50 people, among them candidates and their attorneys, crowded into the election board lobby and demanded answers from officials.

Kansas City Star Blog 10 September 2008

Fifty-five days before an election of a lifetime, a tiny bit of computer code is threatening to erode public confidence in Johnson County's election process. An e-mail circulating in the suburbs is scaring some voters into thinking they must be speed readers this fall. It suggests that if you don't cast a ballot in 2˝ minutes too bad. Your vote does not count.

During election night, it is the Board’s standard practice to generate unofficial
results reports, and to thereafter conduct an internal audit process to verify the
accuracy of the results contained in these reports. During this process, it was
determined that one defective cartridge caused vote totals to be duplicated
into multiple races on the summary report issued by our office. The Board
immediately caught and addressed this error, as is reflected in the last unofficial
results report issued on Election Night.

What exactly was the problem at the Reeves Center? Were the ballots rescanned? Or was data from the scanner re-downloaded? Murphy could not say whether the ballots had to be re-scanned or not. He said he would provide an answer to LL. As for what exactly went wrong with the cartridge, Murphy declined to say, pending an investigation by the board and the system’s manufacturer.

Election Chaos Strikes Palm Beach Again (FL)    Story Here  Archive
Published:Saturday, September 6, 2008
CATHERINE DOLINSKI The Tampa Tribune 06 September 2008

The scene: Palm Beach County, where the search continues for thousands of missing ballots that were apparently cast on Aug. 26. At least one race is heading to court. More may follow. It's not quite the infamous Bush versus Gore recount of 2000. There are no hanging chads, no presidential race at stake. But once again, Palm Beach County is ground zero for electoral chaos, lawsuits and bad publicity for Florida's long-suffering election system.

Canvassers uphold decision in Plymouth Township recount (MI)    Story Here  Archive

The Wayne County Election Board of Canvassers ruled during a public hearing on Friday that Bridgman defeated Mary Ann Prchlik by a 1,885 to 1,727 margin in the disputed August Republican Primary election. While the official number of votes tabulated during the recount are different than the 1, 920 to 1, 170 votes totals announced immediately after the Aug. 5 election, the difference of votes was not enough to declare Prchlik the winner.
